Study On The Interactive Relationship Between Intellectual Puoperty Protection And Economic Development Of Shanxi Province

Intellectual property is considered as the endogenous variable and system element of economic development. The intellectual property solves the externality of the intellect achievement and the problem of insufficient supply caused by it. By granting a monopoly period to the intellectual owners, the costs of research and development can be compensated, which helps knowledge transition, increases foreign investment, speeds technology transfer, and achieves knowledge accumulation and technology progress, thereby promoting regional economic development in the long term. Intellectual property, known as the strategic weapon to improve region core competency, defend regional interests and assure economic security, has played a more and more important role in regional economic development and technological improvement.Intellectual property is known as a combinative product of science technology and merchandise economic development; therefore, without healthy and rapid development of region economic, the level of intellectual property can not be promoted. In the real economy, intellectual property protection is mainly carried out by government and enterprises, and intellectual property level largely depends on the efforts of the government and corporate investment in intellectual property protection. Therefore, the sustained rapid growth in regional economy provides indispensable material foundation and environment for intellectual property protection.Practice at home and abroad has proved that there is an inextricably link between intellectual property protection and regional economic development. Shanxi is an underdeveloped city in the central region, and the intellectual property starts late, has small-scale and weak efforts. Although legislation and law enforcement has been strengthened in recent years, there is still a wide gap compared with other regions in intellectual property level. Shanxi Province, as a typical resource-based city, is mainly in production of traditional industries, such as coal, metallurgy, coke etc., thus the economic growth mode is single, and the contradiction of economic structural is outstanding. It is widely agreed by many scholars home and abroad that the intellectual property promotes regional economic development, and there is important theoretic and practical significance to study on the interactive relationship between intellectual property protection and economic development of Shanxi province, and try to promote the positive interaction between them.Based on available literatures, the paper illustrates interrelated theories from the connotation, characteristics and economic basis of the intellectual property protection, discusses interrelated theories on economic development in two aspects of economic development and economic structural, and summarized interactive relationship between intellectual property protection and economic development from various angles. After colleting the interrelated index and data, the paper gives a deep analysis on the current situation of intellectual property protection and economic development in Shanxi, and makes a comprehensive evaluation on them by the method of corrected G-P index and catastrophe progression respectively. Based on the correlation analysis and stability analysis of the data sequence and from the aspects of constituent index and second internal index, the paper constructs an ARDL model in order to analyze the long-term equilibrium relationship and short term dynamic adjusting mechanism between economic development and intellectual property protection in Shanxi, and further, an in-depth analysis of the positive interactive mechanism between them also has been carried out. At last, the relative countermeasures and suggestions are proposed both from the macro and micro level, so as to promote positive interaction between intellectual property protection and economic development in Shanxi Province.The creative perspectives of the paper:(1) Based on the method of Juan C. Ginarte and Walter G. Park, the modified G-P index method is adopted to conduct a comprehensive evaluation on the intellectual property protection level of Shanxi province.(2) Based on the correlation analysis and stationary test, a scientific and reasonable ARDL model is built directing at the characteristic of index series. Viewing from global index and internal second-class index, an in-depth analysis is conducted on the long-term equilibrium relationship and short-term dynamic adjustment mechanism between economic development and intellectual property protection in Shanxi Province.(3) Based on the in-depth analysis on the positive interaction mechanisms between economic development and intellectual property protection, the policy recommendations are proposed from the macro and micro level, so as to promote positive interaction between intellectual property protection and economic development of Shanxi Province.
