This research study focused on the existing circumstances of tourism development, to investigate the government measures, and to study the tourism impact proposed guidelines for conservation world cultural heritage and use of natural resources, demonstrates that successful tourism and heritage management in Luang Prabang will depend on an effective and comprehensive planning process, with significant stakeholder participation of the tourism in Luangprabang town of the world cultural heritage site in Lao People Democratic Republic (LPDR).The direction of tourism development in the area of world cultural heritage site is the objectives of this study are (1) to determine residents’attitudes towards impacts of tourism development in LuangPrabang World Heritage,(2) to analyse the use of natural resources of the area by the residents and (3) to propose some policies recommended for sustainable development of tourism in Luang Prabang World Heritage.This study included both quantitative and qualitative research methods. Survey questionnaire to have200questionnaires were administered to collect primary quantitative data. The data collection period was26December,2011to15February,2012. The local communities surrounding in Luangprabang town were surveyed. Respondents had to be15years old or older to complete the questionnaire. Qualitative data were collected from10villages in addition interviews with government officials, and interviews with people working in local businesses. The data collection items included:Background Information, Perception Impacts, Use of community resources, Resource Evaluation, Opinion for Progressive Tourism Management Statements. SPSS version11.5was applied to analyze collected data, the frequencies, percentage, means, and standard deviation.The findings of demographic characteristics of respondents were as follows:The religion majority was "Buddhist"82.5%, followed by Animist believe17.5%. There were62.0%male, and33.0%in the range of18-25years old. He majority of respondents were married60.0%. For education levels high school and formal98.0%of the respondents. The majority of respondent’s occupation trade (shops)24.0%, and as for household income, the majority received797.40to911.32USD per month20.0%but only32%don’t have opinion of the respondents. From the study found that all stakeholders, local residents, local government and local tourism residents’ attitudes towards socio cultural Impacts, economic Impacts and physical impacts had local people had to benefits of tourism such as assistance friendship and increase wealth of tourism. The positive impacts of the tourism planning activities, residents have a participation in tourism activity, and gain benefit though tourism participation, the people participate in the decision making of tourism management. Tourism creates new job for local people, tourism raises prices for goods, growth of local economy, tourism provides more business for local people and tourism improves the lives of local people and facilities. Tourism creates cleanliness in the community, infrastructure, and transportation housing for local medical school education facilities. However, the impact and changes in culture, the people living in Luang prabang to move in to a new village and they are give to be for rent the land, house with the foreign businessman by taking over land and housing for tourism infrastructure, eroding social and cultural norms, or encouraging begging and prostitution and tourism creates more solid and liquid waste likewise tourism congestion and crowding creates air pollution (dumping and open air burning of rubbish).Local communities’respondents all similarly rating following at the agree level use of the Non-Timber Forest Products supreme98.0%the people are most natural to live by use of Non-Timber Forest Products they was use mostly to consumer63.5%,These things show that they can rely upon natural resources the although the economic development of the province with the higher. The respondents of majority opinions had many conservation efforts for sustainable use of resources are practiced (use resources sustainably)" is71.0%, maintain and promote natural; social and cultural diversity had64.0%opinion of the respondents.The suggestion from this study are:to achieve the tourism development in Luangprabang town, the respective authorities should support the development in terms of physical infrastructure improvement of the area, training and skill development in communication, improve other tourist facilities, and to establish a participatory and environmental friendly plan and policy for sustainable development of tourism.
