Policy Research On Utilizing Foreign Preferential Loans Of Jiangxi Priovince

Utilizing foreign preferential loans, as an important part of absorbing foreign capital, has significance in improving the level of project management, promoting economic development and developing talent. Jiangxi Province has been using foreign loans since the beginning of reform and opening. During thirty years, a lot of foreign loan projects have been constructed, such as in areas of infrastructure, culture and education, public health, environmental protect, energy, transportation, agriculture and industry, which have made enormous contribution to national economic growth and social development. However, there are some problems and difficulties such as low utilizing efficiency, lagged management etc. With the implementation of strategy of Poyang lake eco-economic region and revitalizing the central Soviet area development in Southern Jiangxi, the central government shifts loan area to middle and western China. This provides a golden opportunity for Jiangxi Province. Therefore, how to enhance the level and the quality of foreign loan in Jiangxi Province under the new situation is no doubt worthy of in-depth study.The paper is based on the theoretical analysis and investigation, adopts the theory of public management and economic method, elaborates foreign preferential loans meaning, classes and characteristics, deals with the theory of foreign loans utilizing in detail. By analyzing of actual situations of utilizing foreign loans in Jiangxi Province, this article concludes that Jiangxi Province continues on with the usage of foreign loans gradually, improves the quality, is familiar with the mode of the operation, masters foreign processing and management systems and enriches experience gradually. Generally speaking, utilizing foreign loans has good economic and social benefits for Jiangxi Province. Through analyzing management policy of utilizing foreign loans in local governments, we appreciate the achievement; meanwhile there are problems and deficiencies. The paper derives experiences from successful cases in Jiangxi Provincial forest system and public health system. Finally, the paper studies the idea of using foreign loans for next period through analyzing the new situation, and gives some policy suggestion on how to improve the quality of local governments in utilizing foreign loans.
