The State Forestry Administration of China pays great attention to the development of the forestry cooperative organizations of farmers forestry cooperatives and the joint-stock forest since a new round of collective forest tenure reform. It comes out with many forestry cooperatives as well as a lot of problems. The knowledge and acceptance of the forestry cooperatives, which is a new institutional arrangement, from the foresters has a particularly important influence on the development of cooperatives themselves. This paper, based on the survey in Shehong, Sichuan province, investigates the factors determining the foresters to join a forestry cooperative or not. It helps to study the existing problems in the promotion and development of China’s forestry cooperatives from the farmers’ point of view and helps to promote the development of forestry cooperatives as well.This paper, based on the285valid questionnaires, discusses the willingness of the forester to join cooperatives through a binary logistic analysis of the characteristics of rural households, characteristics of forestry production and operation, the forester’s knowledge and attitude of forestry cooperatives, and the current development of local forestry cooperatives. The second chapter is the theoretical basis and the literature review section. Chapter III presents the basic situation of development of forestry cooperatives in Shehong, Sichuan province, and briefly analyzes the data in the research. The fifth chapter is the metering section. The last chapter draws the conclusion of this study and recommendation for the government.From this paper, it can draw two main conclusions:First, factors like foresters’ little knowledge about forestry cooperatives and few foresters’ joining in the forestry cooperatives is the main cause that hinder the development of the local forestry cooperatives. Second, foresters’ years of education, time of they living at home, area of forest land that a family own, number of forest land, condition of joining other organizations can significantly affect the willingness of farmers to participate famers’ professional cooperatives. Third, those factors as the age of household head, nature of their work, whether they borrowed a loan, whether they had forest rights disputes, whether they ever sold timber has little effect on farmer’s willingness to participate. Finally, this paper gives policy advices to the farmers, cooperatives, the government respectively.
