| Thermal coal linkage not only involve the price reform of national basic energy, but also involve the coordination and development of coal industry and thermal power industry and some downstream industries. The linkage will have great effect on society. The stand or fall of solving this problem is directly related to the nation’s energy security, economic development, social stability and national security After the thermal coal linkage mechanism carrying out, it has many defects in the process of adjustment in practice. It is only use this mechanism correctly that can ease the difficult operation situation of the heating enterprise, make heating companies getting out of the low running then into the normal track and realized the virtuous cycle of heating development.This paper takes the limited liability company of Lanzhou Xi Gu as the research object. Based on the analysis of the cost accounting present situation of electric power products and thermal products and on the current pricing mechanism, the paper researches the company’s actual situation of thermal management. Because the heating price adjustment is far lower than the prices rises, the total cost is much higher than total revenue,the company has negative profits for many years and operates very difficultly. Based on this, the paper designs the profit model before and after the thermal coal linkage and the heat price increment model after the implementation of linkage. Accordingly to the two model, the paper put forward the implementation plan of thermal coal linkage, such as "zero profit"、"5.5%net return on capital"、"full transmission of prices changes" and "part transmission of prices changes". So as to coordinate both thermal and coal industry interests and make thermal and coal prices further in line with market in practice. At last, the paper respectively use the thermal coal linkage project plan to simulation running and fuzzy comprehensive evaluation method to measure and analyze the model implementation feasibility. |
