Research On The Construction Of Affordable Housing PPP Mode Now

With further research and discussion on livelihood projects,the construction of indemnificatory housing becomes one of the issues attracting most attention currently and a major content of related policies issued by the state.It is pointed out in the report of the18th CPC National Congress that we should establish a housing system combining market disposition and safeguard by government, strengthen the construction and management of indemnificatory housing and meet basic demands of families in difficulty.Currently, indemnificatory housing is transforming from the original single mode of financing and construction by the government into the diversification mode of joint investment and construction of the government and enterprises. It has a research significance and value in terms of both the research subject and object.This paper is divided into eight parts.Part one summarizes the background and significance of construction of indemnificatory housing with PPP mode, expresses the research of domestic and foreign experts and scholars on this issue in the form of literature review,and thus describes related concepts of indemnificatory housing and considers that the use of PPP mode in the construction of indemnificatory housing is the main development trend in the future. Part two develops the the framework of theoretical analysis of the whole paper with theories of public choice and public goods. Part three finds existing problems on the basis of construction of domestic and foreign indemnificatory housing with the traditional mode and points out that PPP mode is a modification of the traditional construction mode. Part four conducts a feasibility analysis on the use of PPP mode with SWOT factor analysis method. Part five and part six respectively analyze the use of PPP model with domestic and foresign cases. The analysis on foreign cases has a reference function for the application of domestic related modes. Part seven analyzes shortcomings existing in the construction with PPP mode and points out that PPP mode has space for improvement in practical application.The last part puts forward corresponding countermeasures based on existing shortcomings. In thesis writing, it is necessary and feasible to propose to apply PPP model into Chinese indemnificatory housing through the research on the construction of indemnificatory housing. As long as we avoid risks reasonably and establish standard rules and regulations for restriction, indemnificatory housing will definitely become a real people-benefit project in China.
