Due to the administrative decision makershave all kinds of psychological obstacles, so that collective administrative decision isdifficult to play a role，efficiency is not high and collective leadership can not fullyembody, not only damaged the quality and level of the administrativedecision-making, but also destroyed the democratic ethos within the government,waste of the social resources, damage to the interests of the public, not only damagedreputation and image in the heart of the public, but also moved the position of thegovernment in the heart of social public, so that harmful to social harmony.
