Grain security is always a major concern in the international community. As world population expansion, grain problem has received the extensive concern of the international community. Because in China population is large while earth is less, the pressure of land is bigger than other countries.The basis of grain security is to ensure the safety of the cultivated land. With the accelerated development of China’s industrialization and urbanization, the land become more prominent, and cultivated land resources is lacked. This situation is difficult to reverse in the short term. Cultivated land security can only improve the quality in the case of cultivated land non-reduced, so as to achieve the stability of the comprehensive production capacity of the land.Effect of agricultural land consists of theoretical capacity; production capacity can be achieved and actual capacity. Agricultural land productivity calculation is based on agro-ecological zone theory, the productivity of land forming principle, the concept of land quality and the principle of land economics., and Delphi method, the sample survey method, econometric modeling methods and3S technology can be used in agricultural land capacity calculation. To investigate theoretical capacity and production capacity can be achieved of agricultural land in every classification unit, after statistics and analysis, functional relationship between the establishment of natural quality index and the theoretical capacity, and between utilization index and production capacity can be achieved are built.In this paper, analyzing agricultural productivity calculation of Xinzhou city, Shanxi province with the above methods, the conclusion is as follows:(1)The highest theoretical yield in Xinzhou city is Ningwu country, and the theoretical yield and theoretical capacity are44504.78kg/hm2and1,944,000t. The lowest theoretical yield in Xinzhou city is Shenchi country, and the theoretical yield and theoretical capacity are9155.56kg/hm2and520,000t.(2))The highest yields can be achieved in Xinzhou city is Jingle country, and the yields can be achieved and production capacity can be achieved are20845.53kg/hm2and1,210,100t. The lowest yields can be achieved in Xinzhou city is Wuzhai country, and the yields can be achieved and production capacity can be achieved are6720.35kg/hm2and230,000t.(3) The highest actual yield in Xinzhou city is Ningwu country, and actual yield and actual capacity are13988.34kg/hm2and611,000t. The lowest actual yield in Xinzhou city is Baode country, and actual yield and actual capacity are1885.91kg/hm2and66,400t.(4) Theoretical total production, total production can be achieved and actual total production of Xinzhou city are1,2645,900t,7,489,200t,3,411,000t. Actual total production is accounted for24.93%of the theoretical total production and accounted for42.37%of total production can be achieved.(5) Theoretical yield, yield can be achieved and actual yield of Xinzhou city are19845.73kg/hm2,11753.14kg/hm2,6322.90kg/hm2. Actual yield is accounted for24.93%of the theoretical yield and accounted for42.37%of yield can be achieved.
