The fast development of regional economy comes at the cost of local ecologicalenvironment. With the continuous emergence of environmental problems, the thoughtof improving GDP by sacrificing the environment has attracted the attention of thewhole society. The18thCPC National Congree has achieved great success, the reportof which proposed economic adjustment and restructuring as an important part ofconstructing a harmonious socialist society. How can regional economy, an importantpart of national economy, develop harmoniously and healthily on the basis ofprotecting ecological environment has become a realistic challenge for the presentgovernment. In the21stcentury, an age that emphasizes the fierce competition ineconomic globalization, regional competition is not limited to GDP development, butalso lies in the optimal configuration and sustainability among resources, energysources and environment. Thus, as a new concept, green competitiveness has shownits importance.This paper starts from existing studies on the evaluation index system of regionalcompetition, regional environmental competition and green competitiveness, clearingup the evolution of relative competitiveness and the evaluation index system. It bothreviews the appliance of relative competitiveness, and analyzes the standards andmethods to select the index for regional green competitiveness. The major content ofthis paper covers two themes: one is the selection of the index for regional greencompetitiveness; the other is the construction of an appraisal model for regional greencompetitiveness. With the themes in mind, the paper is divided into six chapters. Thefirst chapter is the introduction part.Starting from the background, it proposes thepurposes and significance of inquiring into regional green competitiveness, coveringthe content, methods and initiative points of the study. The second chapter reviews thetheoretical studies on regional competitiveness and environmental competitivenessfrom the relative competitiveness perspective, providing the theoretical basis forconstructing an appraisal model for regional green competitiveness. The third chapteranalyzes the index system for regional green competitiveness from the principles andinfluencing factors in index system construction. The fourth chapter introduces themajor elements in researching index system for green competitiveness, establishingthe evaluation index system for regional green competitiveness on the basis ofcomparing and inducing the recognized index system, introduces the appraisal model for regional green competitiveness from the angles of principles, evaluation methods,and the strengths and weaknesses in relevant counting. The last chapter summarizesthe conclusions for the research questions, proposing the directions and problems tobe revised.
