After years of development, the small and medium enterprises become the mostdynamic economic groups in the national economy. But by their limitations andexternal macroeconomic environment, SMEs are still many difficulties in thedevelopment process. As an important source of national economic lifelines,economic depletion of small and medium-sized enterprises, will give a tremendousimpact on China’s economic and financial development. In order to ensure the smoothdevelopment of the small and medium enterprises, to improve the externalmacro-environment of SMEs, the Government how to implement the policy supportfor SMEs, the main problem is studied in this paper.First of all, according to the text of the policy has been laid and the existingresearch results collected127awarded for the development of small andmedium-sized enterprises in the transition policies in this article and its three anglesfrom the timeline, the publishing agencies, site content the system full text statisticalanalysis; Then in policy analysis of the text on the basis of the historical evolution ofChina’s transition SME policy is divided into four stages: The first phase (1978-1984), the second phase (1984to1996),the third phase (1997to2007), Phase IV(2008-present). And path dependence analysis of the background causes of the variousstages of the implementation of the policy; And then combined with the aboveconclusion from the legislative support, monetary policy, fiscal policy, innovationpolicy, industrial policy and social service policy six aspects to predict the trend ofChina’s SME policy and make recommendations to improve the system of China’sSME policy.This paper studies the following conclusions:(1) The first phase (1978-1984) in accordance with the level of ownership tobe divided, the enterprise into "various grades and ranks", the focus of development instate-owned enterprises, non-public sector of small and medium-sized enterprises inthe discrimination and restrictions.(2) The second phase(12Third Plenary Session of1984to1996)changed thecriteria for the classification of enterprises in accordance with the size to distinguish.The focus of support around the large and medium-sized state-owned enterprises, take"encounter" mode, loose management for SMEs. (3) The third phase (Asia-Pacific financial crisis of1997to2007)are beginningto realize the important position and role of SMEs in the national economy, togradually strengthen policy support for SMEs, mainly concentrated in the financialand fiscal aspects.(4) The fourth phase (The global economic crisis since2008), efforts to supportSMEs to a higher level, while increasing the range of support for SMEs, both from thefinancial, taxation extended to six, but the center of gravity is still in the financial andtaxation.The innovation of this paper is mainly reflected in the following aspects:(1) System Statistics China’s transition SME policy text. This paper the authorwill be issued by the SME policy number, frequency, and the distribution of specificanalysis.(2) By the path-dependent analysis of the various stages of the implementationof the policy reason behind it. I mainly through path-dependent analysis method tofind out the background causes of the various stages of the implementation of thepolicy, analyzed and summarized some of the policies enacted law characteristic;(3) Study to predict the trend of China’s SME policy and makerecommendations. According to the law promulgated by the various policies andforecast the development trend of China’s SME policy analysis and combination ofspecific conditions related proposals.
