With the development of economic globalization and China opens to theoutside world, all enterprise in China will face more unpredictablemacroeconomic environment with keen competition. Economic globalizationis a double-edged sword, which brought development opportunities for ourenterprises, but also put forward more severe challenges. Thesechallenges require Chinese enterprises must strengthen their ownmanagement and enhance core competitiveness. Establishing performanceevaluation index system based on balanced score card provides a set offeasible solutions for the enterprises in China to meet the challenge.Balanced scorecard links vision and reality of the enterprises. Usingof the balanced scorecard,which connects with company strategy andcompensation mechanism, investigating the implementation of corporatestrategy, stimulating potential of employees, improving the company’smanagement level, promoting the development of company.This paper useing the theory of balanced scorecard and selecting acase company, which combines with the case enterprise actual situation,designs a set of scientific index system of performance evaluation indexsystem based on the theory of specific evaluation and implementation plan.At first, this paper analyzes the present stage in our country andthe global economic situation, concluding that performance evaluationreform, analysising to establish a new performance evaluation indexsystem of theoretical and practical significance, and researching basedon the balanced scorecard performance evaluation system of researchmethods, research ideas and content of this article; Secondly, selectedcase companies-QY company, analyze the operation and evaluation of QYcompany analysis, find out problems, analysis the cause of the problemformation, thus prove that based on the balanced scorecard performanceevaluation index system of the necessity and urgency; Again, the corporatestrategy of QY company, strategic map, for their design under the guidanceof strategic map, the design is suitable for the company’s performance evaluation system, and developed a set of feasible solutions; Finally,will build the new system simulation is carried out in case enterprises,elaborates on key points, and then to evaluate the effectiveness of thescheme.This paper sets up a new science and complete performance evaluationindex system based on the balanced scorecard theory for the target company,and provides action plan and implementation plan. The case company is astate-owned small and medium-sized real estate enterprise, has its owndistinct characteristics, but also has the general characteristics in theindustry. So this article also has great reference value to othercompanies in real estate industry, which is practical significance of thispaper.
