The re-employment of returned migrant workers has great significance on both nationaleconomy and social development. It can upgrade migrant workers’ economic status and socialstatus if only problems of surplus rural labors force can be solved, more importantly, it isbeneficial to realizing migrant workers’ potential, therefore they can become fresh bloodinfused into new rural construction. Thus, ideas of balancing rural and urban development,implementing the town-driving-country policy and promoting agriculture through industrycan be realized. In recent years, due to industrial reconstructing and global financial crisis,large quantities of migrant workers have to returned to their hometown, which put greatpressure on local governments, hence urban and rural development slow down. It has comeinto focus of all sectors of society that in what way to settle this large population of returnedmigrant workers and surplus rural labors. In the meantime, for lack of systematic organizationand guide during the process of re-employment of returned migrant workers, series of issuescome up, for example, wage arrears, low rate of signed labor contract and joining insurance,low employability, lack of employment security, unsatisfactory employment environment,inequality of employment system and irrational employment pattern. All of these issues makere-employment of migrant workers has character of fragility, temporary and instability.Therefore, it is essential and important to analyze current situation and characteristics ofre-employment of returned migrant workers and conclude their typical employment status,then standardize returned migrant workers’ employment behavior and optimizere-employment on basis of quantitative analysis of influencing factors.This research paper mainly covers six aspects. Firstly, it elaborates the researchbackground, purpose and significance, then review the backflow and employment transfertheories home and abroad as well as research trends of re-employment of returned migrantworkers, laid-off workers and landless farmers. Meanwhile, the research idea and method aswell as innovation are all stated in the paper. Secondly, it elaborates and conclude threecorrelation theories, they are respectively career choice theory, rational man and rationalchoice theory and social learning theory. In addition, definitions of migrant worker, returnedmigrant worker and re-employment of returned migrant worker are defined; thirdly, it statesthe re-employment status of returned migrant workers from perspectives of number of returned worker, reasons, category of employment in cities, employment characteristics andobstacles when they return. Fourthly, on survey of typical three cities and six counties inShaanxi province, it concludes five typical employment statuses of returned migrant workers:being a farmer like before, doing by-business, waiting for employment, starting a businessand being engaged Industry works, then the scope, characteristics and general situation ofeach status are introduced and analyzer after comparison. Fifthly, it builds up the targetsystem of influential factors on employment choice of returned migrant workers, respectivelycalculate significance level of influence of4types and22variable quantity of essentialfeatures, employment ability, employment environment and employment insurance, utilizingmultitier Logistic model. Sixthly, it comes up policy proposal, that is, it is necessary tostandardize the employment behavior of returned migrant workers and optimize theirre-employment status from five aspects.1. Improve the employment environment and enlargepolicy support dynamics to optimize re-employment status.2. Government shall give moresupport to employment and encourage starting business.3. Provide sound educational trainingto improve employability of returned migrant workers.
