Research About Operational Mechanism And Efficiency On Poverty Alleviation Funds Mutual Cooperatives In Ningxia

The poor households hard to get the loans from banks is one of the most importantproblem cause poverty in rural areas.Poverty alleviation in financial means advocate throughfinancial development to accelerate anti-poverty process in rural areas, it has been widelyused in reality. With the development of rural finance in China, not only the traditional largeformal financial institutions,like the agricultural banks of China and rural credit cooperatives,play an important role in anti-poverty issue,but also different forms of grass-roots finance ormicro finance appeared constantly in vast rural areas.It actively promotes the process ofanti-poverty. Poverty alleviation funds mutual cooperative is a kind of successful microcooperative finance, it provides direct service to farmers and be established in poor rural areas.Its establishment and operation improved the poor farmers’ credit constraints in developing inthe production and improved the self-development ability of farmers. It fully reflects theguidance about developing the rural finance and promoting poverty alleviation in agriculturalindustrial requirements by the central government.The Ningxia Hui AutonomousRegion,located in the northwest area of China,is a less-developed province with vast povertyarea,impoverished population and deeply degree of poverty. Under this background, thisarticle combed domestic and foreign related research results, to explore development courseand mechanism of the poverty alleviation funds mutual cooperatives.Analyze the presentsituation of development and running mechanism of poverty alleviation funds mutualcooperatives in Ningxia. And do a performance analysis about the efficiency of povertyalleviation and running efficiency of poverty alleviation funds mutual cooperatives. On theresearch methods, this paper tries to use the DEA-Malmquis productivity index method to doan empirical analysis on the running efficiency of poverty alleviation funds mutualcooperatives.Through the above analysis,found the operating mechanism and the problemsexisting in the operation process, and accordingly put forward corresponding policyrecommendations.In order to improve its operation mechanism, enhance the efficiency of itsoperation, effectively meet the development needs of poor farmers. This paper altogetherincludes the following six parts: Chapter1：This chapter mainly introduced the background of the topic selected, thepurpose and meaning of the study, the ideas and methods used in the process of research,possible innovation of the paper, and combed document literatures at home and abroad aboutthe research on poverty alleviation funds mutual cooperatives in recent years.Chapter2：This chapter mentally defines the connotation of poverty alleviation fundsmutual cooperative, analyses the effects and prospects for development of poverty alleviationfunds mutual cooperatives, and reviews the related theories in this paper to be able to analyzethe operation mechanism and efficiency on poverty alleviation funds mutual cooperatives.Chapter3：The current situation of development and existed problems on povertyalleviation funds mutual cooperatives in Ningxia.This chapter generalizes the basic currentsituation of the development of poverty alleviation funds mutual cooperatives in Ningxiathrough its development history, basic situation, operating status, development environmentand its strengths and opportunities.Chapter4：Operating mechanism analysis of the poverty alleviation funds mutualcooperatives in Ningxia. Through analyzing operation mechanism of the poverty alleviationfunds of Ningxia and the sample area, to summarize the characteristics in the development ofpoverty alleviation funds mutual cooperatives in Ningxia.Chapter5：Operation performance analysis of the poverty alleviation funds mutualcooperatives in Ningxia. This chapter is ready to do a performance analysis of povertyalleviation funds mutual cooperatives from two aspects, the efficiency of poverty alleviationand operation efficiency. There are four indicators to evaluate the effect on the povertyalleviation efficiency analysis, they are the use of fiscal funds for poverty alleviationefficiency, farmer participation, the effect of mutual funds to promote the growth of farmers’income and mutual funds to promote the development of poor rural areas.Chapter6：Policy suggestions and countermeasures to promote the development ofpoverty alleviation funds mutual cooperatives in Ningxia. This chapter according to theproblems existing in the development of poverty alleviation funds in Ningxia, in order to putforward policy suggestions and countermeasures on promoting the orderly development ofpoverty alleviation funds mutual cooperatives in Ningxia.
