With the rapid development of China’s society and economy, land resources (especially the construction land) of continuous supply is very important. Taking into land utilization of Yunnan Province and national policy tilt, the "construction land went up to the mountain" became the best path selection of current supply land. This article start with the "anti-planning" concept and mathematics expression, analysis of the application of "anti-planning" concept for location of hilly slope land for construction of scientific theory and method supported by GIS technology; through establish the evaluation system, select evaluation factors, construct the evaluation model to explore the hilly slope land suitability evaluation of land for construction development methodologies; and by the creation of optimized factor system, to explore suitable evaluation method for optimization of block; finally as Daxing town, Ninglang county, Lijiang city of Yunnan province for case, demonstrated a site selection and evaluation construction of hilly slope land. Theses results combining theory and practice, with a view to providing comprehensive exploitation of hilly slope land use with theory and practice guidance.Significant findings of the paper are as follows:(1) Summary the domestic and overseas discussed research on comprehensive development and utilization of slow mountain and hills, set out the theoretical basis for the development of land resources in hilly mild.(2) Introduce the "anti-planning" concept into the construction land of hilly slope land’s land location, analyzed and determined5resistance factors e.g. slope, basic farmland, woodland, prohibiting construction area and geological disaster-prone district, discussion site selection methodology based on GIS spatial analysis capabilities for project area of hilly land.(3) Established the evaluation index system of low mountain and hills resources, and build the evaluation indicators system of4factors such as terrain landforms, engineering geological conditions, geological disaster and land using type, and by combining the expert experience method and AHP to obtain the weight of selection factor, build the suitable index evaluation model based on Fuzzy comprehensive evaluation method and Multi-factor comprehensive evaluation method.(4) Selected4optimization factors e.g. road traffic, water resources area, energy area and the original village and township to build optimization of index system, achieved the area-selection optimization analysis of construction land of mild slope of low mountain and hills.(5) Combined with the empirical research of Daxing town, Ninglang county, Lijiang city of Yunnan province, and through the analysis of hilly slope land resources quantity and its distribution of Daxing Town, selection out of17plots, through the appropriate assessment and site optimization analysis, recommended2plots for recommended priority development site.
