Exploring The Development Direction And Development Path Of The Rural Social Security

Reform and opening up more than30years, China’s urban basic establishment ofa comprehensive social security system including the social assistance, socialinsurance and social welfare projects, to deepen the reform of economic system,guaranteeing the basic livelihood of urban residents and the construction of theharmonious society plays an important role in. However, due to various reasons,accounting for more than70%of the population of rural social members also have noaccess to timely, comprehensive, effective social security, for the protection of ruralsocial members’ basic rights, for urban and rural economic and social developmentand unfavorable. Therefore, the study of rural social security issue has importanttheoretical and practical significance.This paper describes the study background and significance of the rural socialsecurity system, analysis the relevant theoretical basis of building rural social securitysystem in-depth. Mainly Knox "poverty vicious spiral" theory, Keynes stateintervention theory, Marx’s theory of social security, Schultz human capital theory etc..on the basis of these theories, combined with China’s reality to answer the necessity ofestablishing the rural social security system in China. Due to the following problemsof the development of China’s rural social security system, such as narrow coverage,lack of funds, low level of security, single protect project, striped system, and urbansocial security difficulties in convergence. On the basis of the continue study of theabroad rural social security reform trends, such as extend coverage, implementation ofthe GSP social welfare, strengthen risk management and other initiatives, this paperpresents the for rural social security system reform direction of integration of urbanand rural social security system, but the specific process should be incremental. Inorder to realize the integration of urban and rural social security system, this papermade a bold vision for the specific path: hierarchical social security system and theintegration of urban and rural areas, realize the integration of urban and ruralminimum living guarantee, specifically in western poverty areas; middleunderdeveloped area force for social insurance for urban and rural integration; easterndeveloped area as soon as possible to achieve the integration of urban and rural socialsecurity comprehensive. Therefore, this paper proposes to develop the rural,agricultural economy and rural social security system of the material base;specification of rural social security financing, broaden the sources of funding; do agood job in supporting the reform of the household registration, legislation,management mechanism, clear the rural social security to advocate city unifiedsystem disorders.In order to study in depth, this paper innovate not only in research methods, butalso theories and perspectives. Not wedded to the development experience of therural social security of several countries abroad, but in the world of vision, to analyzethe recent international trend of rural social security reform, get the new academicpoint of view, taking gradual integration for China’s social security system, andachieved by taking sub-regional, sub-level measures. Since the development of rural social security is not easy, especially its reform more difficult to grasp. Theproposition of incremental merger the social security system in rural areas to the citiesof this paper would have a certain reference value to the decision-making body of ourcountry.
