In the past twenty years, as a main force and leading light of participants for the national information construction, China Telecom has made a rapid progress in a higher growth rate than that of GDP with certain capital operation such as being split, divestiture, and being listed. At the meanwhile, corporate internal management has been optimized in the period of development to be a self-promotion mechanism finally.Xinjiang Telecom, as a member of service industry, maintains an appropriate scale of Accounts Receivable in general business activities not only to improve service perception of user but also to advance different functions of our communication business. The management of Accounts Receivable reflects the level of enterprise management to some extent. Accounts Receivable is a very important part of core operation of telecom enterprise in all kinds of business functions, such as product designing, marketing strategy planning or revenue confirmation, as well credit policy drafting, system control arrangement or capital auditing.Reviewing the Accounts Receivable management of Xinjiang Telecom in the past ten years in a progress of gradually developed enterprise accuracy management, it analyzes the background of different policies with their advantages and disadvantages. A specific background of conducting different policies and an independent and closed social environment forms real cases which provide suggestions and comments for Xinjiang Telecom’s next working plan of Accounts Receivable management in the near future.
