The goal of enterprise operation, all decisions and plans made by enterprise seniors should be implemented through its organization. Effective management mode plays the decisive role for its business performance in long term. Business management mode can enhance group effects and bring obvious benefits for enterprise. In the globe, too many enterprises have successfully changed management mode. However, due to first touches with market economy, the salt industry in China can not get too much advanced conception in the market competition, and with relatively backward management.To ensure national economy and people’s livelihood, salt franchise policies have been implemented for long term in china. In modern times, salt franchise policy have played a key role in promoting the national health level and preventing and treating of iodine deficiency. Pushing through salt iodization, prevention and control of iodine deficiency disorders is not only a people’s livelihood project protecting their interest, but also a political project of improving the quality of the whole nation health. As the only central enterprise entrusted by national salt industry competent departments, B has been responsible for the nation’s salt production and sales programs. The dual identity of salt product operators and managers also makes the B salt industry group the unique advantages of salt business nationwide expansion. On the other hand, under the background of national salt franchise policy, a lot of problems become increasingly prominent such as integration of government administration with enterprise, dislocation between production and need, and market monopoly. The call for salt industry system reform makes the marketization of salt industry inevitable. In response to the reform of salt system, on the one hand, B have been primarily established modern corporate governance after actively pushing forward enterprise company reform, further straightening out the property right relations, optimizing the management pattern. On the other hand, B actively reforms the headquarter organizations by establishing four business divisions: franchise division, production division, chemical division, and development division. Business management model innovation brings vitality for the development of the group.In the coming time of national salt industry franchise policies, this thesis is going to put forward some suggestions for management upgrading and steady development of our country salt industry by elaborating seven chapters: summary of business management mode, a brief introduction of salt industry franchise policies, the background under which B group implements division management mode, the problems of B group management and the advanced experience of foreign salt industry, the suggestions given on management mode of B group.
