International Comparative Study Of Demand Incentives Of The Photovoltaic Markets

At present,China is the world’s largest photovoltaic manufacturing country.However,it isnot commensurate with the manufacturing country,China’s PV application market is stillsmall,most of the PV products exported overseas.Germany,April1,2012,sharply lowersubsidies for PV applications. The U.S.government began to impose high anti-dumping andcountervailing duties on PV enterprise in China from December,2012.In the situation ofphotovoltaic products blocked in exports,there is an urgent need to expand the domestic PVmarket.The paper then put forward to solve the problem:how to expand China’s PV market.A few countries first implementated PV demand incentive policies.It has promoted thedevelopment of PV market in these countries and the world.What is the difference betweenthese countries’ PV demand incentive policies?What is the difference of a country’s PVdemand incentive policies before and after?These have been concerned by all researchers.This paper,through a comparative study of demand incentive policies of major PVmarket in the world, is to find the best policy mix of expanding a country’s PV market and atthe same time to identify the shortage of demand incentive policies in China,and at last topropose policy recommendations of expanding the PV market in China.First,the innovationtheory,to promote the role of the market demand for technology innovation,isintroduced;externality theory is the theoretical basis of the incentive policy;pubic policy is thetheoretical basis of policy evaluation.Using renewable energy development-stage model,todivide the process from the development to the commercialization of PV into four stages.Secondly,introducing the status of the global PV industry from two aspects-the production ofPV products and PV market.Focuses on the status of China’s PV industry andproblems.Again,On the basis of international comparison of demand incentive policies,itpoints out the reference of Chinese policy.It introduces the incentive policy of PV in China,using the bankruptcy of Suntech as an example to prove the direction errors of incentivepolicy of the PV in China and to illustrate the urgency of completing the system of China’sPV demand incentive policy.Then,it puts forward to the policy recommendation of expandingChina’s PV market,including setting up the enforcement regulation of Feed-in-Tariffs divers-ify Feed-in-Tariff,demand incentive policy for resident application, introducing loans subsidyand tax incentives for PV installers,and completing relevant technical criteria ofPV.Finally,making a conclusion of the research and doing the research prospects.
