Research On The Management Of State Key Laboratories

Science and technology are the primary productive force and relations of production should adapt to the development of productive forces. State Key Laboratory is the important component of the national science and technology innovation system, reflecting the country’s scientific research level. With the years of development, State Key Laboratories of China have met the international standard in the aspect of facilities completion, while in the aspect of independent innovation, technology competitiveness, and personnel training there is still a big gap compared to those foreign well-known laboratories. The gap can be due to the poor laboratory management to a great extent; therefore, it is of great significance to improve the lab management level so as to enhance their competitiveness.In the research, the basic information and management of the State Key Laboratories in China as well as those in USA, UK and Germany have been introduced and characteristic of each management has been summarized. Meanwhile, the existing problems in the management of State Key Laboratory in China have been analyzed to further point out the necessity of laboratories management improvement. The research has carried out study on the management strategy and method of State Key Laboratories in personnel, finance and facilities with the empirical analysis of State Key Laboratory Breeding Base of Humid Subtropical Mountainous Ecology so as to make a substantive exploration in management improvement in the hope of enhancing the innovation capabilities of State Key Laboratories and improving their core competitiveness.
