In the face of this universal problem of population aging and old-age security, both in developed and developing countries are faced with severe challenges. Our country is a country with a large population, but also the elderly population than any other country. The sixth national census results in2010show the population aged60and above accounted for13.26%of the population65years of age and8.87%of the population over the total population. Compared with the fifth national census in2000, the proportion of the population aged60and over increased by2.93percentage points, the proportion of the population aged65and over increased by1.91percentage points. Experts predict that by2050, China’s aging population will reach1/3of the total population. The aging process is accelerated, and the rural population aging faster than urban. China’s rural old-age faces serious challenges. Therefore, to speed up the implementation of the new rural endowment insurance policy, and further expand the coverage to become a top priority. However, a new policy is in the process of implementation will inevitably be some problems, such as the implementation of alienation, superficial, expansion, overseeing the absence of other issues. To solve these problems, this paper applies the public policy process model theory analysis of the reasons for these problems from four aspects of the policy itself, policy implementation, the main policy target groups, as well as traditional culture environment. On this basis, explores improve the new rural endowment insurance policy from a moderate expansion of the coverage of the new rural endowment insurance policies, increase basic pension credits, to encourage the insured, and improve the relevant provisions of the collective allowance system design; enhance public the identity of the policy, enhance the transparency of the process of policy implementation, and strengthen the implementation of responsibility, improve policies and methods of implementation, and to regulate public supervision and feedback channels to strengthen the implementation of the main building of the new rural endowment insurance policy; through increased social pension public opinion and propaganda efforts to improve the payment ability of farmers to improve the ability of the new rural endowment insurance policy target groups; improve the implementation of the new rural endowment insurance policy environment. To certain referential significance to building a long-term mechanism of implementation of the new rural endowment insurance policy through specific analysis, to provide for the effective implementation of the new rural endowment insurance policy.
