In recent years, Bank of China (BOC) has endeavored in support the development of small and medium-sized enterprises (SMEs), and promoted the SMEs business to a position of strategic. Meanwhile, Bank of China also makes the development of SME business as a top priority of improving the business structure, customer structure and adjusting strategic approach.According to the six mechanisms of China Banking Regulatory Commission (the interest rate risk of the pricing mechanism, independent accounting mechanism, efficient loan approval mechanism, incentive and restraint mechanisms, specialized personnel training mechanism, breach of contract information notification mechanism), Bank of China set up SME business specialist agencies from the head office to the provincial branch for SMEs credit financing business, reforming through some fields like approval efficiency, production innovation, and customer servicing. The "Fullerton/Temasek" model was developed with Singapore Temasek’s Fullerton Financial Holdings China Operation, which is based on a "process bank" as the core, teasing out the complete "end-to-end" flow chart, introducing the "credit factory" for standardized operations, and through the normative standard operating procedures to ensure the efficiency of the process and the quality of customer service.Taking the specific circumstances of Inner Mongolia Branch of BOC as an example, combining with the status of SME development in Inner Mongolia Autonomous Region and the contribution of SMEs to economic development for autonomous region, as well as the financing conditions of SMEs in Inner Mongolia, this thesis analyzes the financing problems for Inner Mongolia SMEs, and describes the SMEs loan financial model in Inner Mongolia Branch in detail. With definite descriptions of the advantages and problems of the new model, the suggestions are proposed for the sustained and rapid development of the business.
