China’s rural financial system reform, rural financial market competition turns white-hot increasingly, China Postal Savings Bank in rural market, agricultural bank policy to tilt to the country, the Agricultural Development Bank of China in further rural business development, rural financial market competition intensifies, the traditional deposit and loan business Rural Cooperative Bank will serious impact.This paper based on this background, the choice of rural cooperative bank intermediate business development as the research content, from management and development perspective, taking Ningbo rural cooperative financial institutions, for example, with illustration and detailed data as the basis, using data analysis and comparison method from the intermediate business operation efficiency level, intermediate business income accounted, varieties quantity, personnel structure, management system, network and other aspects and domestic commercial banks are compared, find out the cause of rural cooperative bank middle business development rate is slow the internal factors and external factors, internal factors include:understanding is insufficient, management concept, traditional talent lack, inadequacy of ability of innovation of Science and technology, management, information technology support weak defect and so on, the external factors include:institutional constraints, intermediary business pricing policy is not perfect, law restriction. According to the internal and external reasons, put forward rural cooperative bank middle business development strategy, want to improve knowledge above all, establish " based on the ’3fanning’, in order to meet the market needs and interests maximization as the goal, efforts to create the financial services become a local industry of the first-class brand" intermediate business philosophy, and strengthen the personnel training, increase investment of science and technology, at the same time to perfect organization management system, improve the incentive mechanism, and to develop a reasonable pricing strategy, strengthen risk prevention, finally to improve the laws and regulations.
