Genuine Medicinal Materials Industrial Development Research In Hubei Province

"The Twelfth Five-Year" planning outline pointed out that the protection,research and the rational using of traditional Chinese medicine resources should be strengthen,the traditional Chinese medicine quality certification and standard construction should be advanced.Baced on the planning outline,all of agricultural development in twelfth five-year plan,health service twelfth five-year plan and pharmaceutical industry five-year plan issued by Hubei province have made planning according to development of genuine medicinal materials in Hubei.Hubei Province has a long history of culture of Chinese medicine culture,there are kinds of geography and climat.So,the Traditional Chinese medicine resources of Hubei province is variety and wide distribution.There are six favorable areas of traditional Chinese medicine,such as the Dabie Mountains planning area, the Qinba Mountains planning area,the Mufu Mountains planning area,the Shenlongjia planning area and Sanxia planning area.The traditional Chinese medicine industry in Hubei province has entered the stage of larger scale and higher efficiency, structures become more oprimized,mechanisms become alive.There are kinds of forms of organization of geniuine medicinal materials industrialization,such as "Leading enterprise+enterprises+Farmers","Company+Cooperative+Farmers+orders"an d"Company+Base+Farmers".Among the genuine medicinal materials in Hubei province,radix scrophulariae,chrysanthemum,copts chinensis,and atractylodes have passed the national GAP certification.There are19varies include magnolia bark in Enshi,coptis chinensis in Lichuan,codnopsis tangshen oijv in Banqiao and Xiang-maidong and so on have obtained the national geography markers authentication. The industrialization management pattern of traditional Chinese medicine in Luotian,Enshi have been preliminarily formed. All of this have played a good example and take the lead role for improvement of genuine medicinal materials in Hubei province.However,there are still a lot of problems in Hubei province genuine medicinal materials industial development,such as the medicine processing chain is short,processing technology original and low level of industrialization lead to low added value and poor economic effect of genuine medicinal materials. The most production growers blindly pursuing economic benefits,randomly change the herbs growing environment,which made degradation of caste of genuine medicinal materials and types of confounding.There are also many illegal violation of operation and adulteration in medicinal materials processing process. Also,the planting and processing industry lacks of a unified operation and inspection standards cause poor quality of medicine. construction of bases in every states and municipalities is slowly that impact of development of genuine medicinal materials industrialization. There are only radix scrophulariae,chrysanthemum,copts chinensis,and atractylodes passed the national GAP certification.Compared with other provinces,there is a big gap on the number of bases and the number of varieties passed the national GAP certification. The number of key leading enterprises is small,and government lacks of unified planning for leading enterprises,so,the overall strength of leading enterprises is low and stimulating economic role is limited. The awareness of basic level government,Chinese herbal medicine enterprises and the most medicine material farmers is weak.Traditional Chinese medicine is lack of intellectual property protection so lack of competitive advantage. Also, the development of "one product each village"is very slow. Industrial development drived by leading enterprises requires the establishment of leading industry,the implementation of the regional distribution,to improve scale management. For this,the author proposed the genuine medicinal materials industrialization in Hubei province development strategy that perfect the genuine medicine industrial management mechanism, cultivate leading enterprises,establish enterprises cluster demonstration bases,develop various types of industrial intermediary service organizations, strengthen genuine medicinal materials industrialization bases,improve the level of quality and safety of genuine medicinal materials, strengthen the scientific and technology innovation capacity,develop domestic and foreign markets,in order to achieve the sustainable development of genuine medicinal materials industrialization in Hubei province.
