Since the reform and opening up has been30years, China’s economic continues to boom and has made remarkable achievements. But China’s agricultural development still faces a number of problems. Large population leads to the shortage of natural resources. Meanwhile, extensive agricultural development makes inefficient use of resources and the negative impact on the natural environment and public health which is also increasing evident, while the economy is in the age of globalization; the international competitiveness of agricultural products in China is low. As China’s low per capita share of natural resources, traditional agriculture can not achieve sustainable development objectives by investing in natural resource. Experience tells us that contribution to economic growth caused by technology and human resources has been dominated. The fundamental way of agricultural development is advancing science, technology and education. So we must make sure that we switch to developing science and technology and improving the quality of workers from developing rural and agriculture.This paper studies suggest that the impact of human capital investment on promoting transformation of agriculture development mode is:First, Rural human capital investment promotes the development of modern agriculture. Second, rural human capital investment improve the ability of agricultural technology innovation and promotion, and promoting Combining production and research effectively. Third, rural human capital investment fosters the development of new farmers and increases the stock of human capital in rural areas. It also provides intellectual support to transformation of agriculture development mode. Forth, rural human capital investment can improve the quality and competitiveness of the rural labor force and speed up the effective transfer of surplus labor. Fifth, rural human capital investment can rationally allocate the labor resources, narrow the urban-rural distance, eliminate the urban-rural dual economic structure, and speed up the urban and rural development. Sixth, rural human capital investment promotes the agriculture development mode transforming from extensive to intensive. And it also helps to optimize the industrial structure. Seventh, rural human capital investment speeds up the transformation from traditional agriculture to modern agriculture, promoting the realization of modernization of agricultural.Taking Jiangsu Province as an example, this paper analyzes the situation of rural human capital investment in Jiangsu from2000to2009, and evaluates the degree of transformation of agriculture development mode. Finally it also does the regression analysis about the level of rural human capital investment and the degree of transformation of agriculture development mode. The study found that rural human capital investment in Jiangsu continues to grow, and both of its importance and contribution to economic development and agriculture development, to some extent, got attention. However, the level of human capital investment is still far below the growth rate of investment in physical capital. Meanwhile, there are wide gaps in the stock of human capital and investment level between urban and rural areas. Jiangsu is lack of high-quality labor force and the level of human capital investment in rural areas still needs to further improve and optimize their investment structure. Therefore, first, strengthen the subject position of the government investment, and transform the government functions. Second, we must increase investment in human capital, establish a multi-level educational system to improve the quality of the rural labor force and train new farmers. Third, we need to increase investments in technology and promote the combining production and research. Forth, we should co-ordinate the development of urban and rural and eliminate the urban-rural dual structure. Last, we can balance the demand for labor between new rural development, industrialization, and urbanization, to promote transformation of agriculture development mode.
