The Way To Improve The Budget Transparency

With the rise of public administration, budget transparency become a hot topic gradually. Our government are increasing the intensity of the budget information for the public in recent years. In2008, the Ministry of Finance announced the2003-2007national financial accounts data to the community, March20th,2009, at the first time of the National People’s Congress approved the budget draft, Ministry of Finance published the2009central budget officially on its official website. However, for our country which budget transparency at a very low level, these is not enough. To improve the budget transparency of the government’s, involving all aspects of reform and institution building, one of the most important point is to improve and strengthen the budget supervision.If the government want to ensure the effectiveness of the budget supervision, it need to disclosed the more financial information of the government’s to the public, enhance the budget transparency constantly. Otherwise, if the government want to improve its budget transparency, it need to improve the budget supervision constantly to provide protection for increased transparency. The level of a country’s budget transparency depends on the situation of its system of the budget information’s public legislative, science budget, democratic approval process, good budget performance, complete and true record of the budget audit. Therefore, these have a very important significance to improve the budget transparency for ensuring the effectively supervise of the budget’ process and the effectiveness of the budget supervision subject.This text is focusing on pointing at improving the budget supervision, investigate the way to improve the budget transparency. Firstly, describe the importance of improving the budget supervision to make the budget transparency better. Secondly, analyze problems of our budget supervision, and the influence to the budget transparency, identify the factors restricting our country’s. Currently, problems of our budget supervision include:the system of the budget supervision is not very consummate; the process of the budget supervision is not very perfect; the supervision of the supervision subject is not good enough. Thirdly, compare our country’s budget supervision system with the blameless budget supervision system of the U.S. and UK, and find out the good things we can learn. Lastly, propose the feasible way to improve our budget supervision and the budget transparency. The feasible way include:building a consummate system of the budget supervision; improve the process of the budget supervision; strengthen the supervision’s intensity of the supervision subject; deepening the reform of the budget institution; strengthen the construct of the budget’s legislation and the budget supervision’s concept of the government and people. Through the above ways to improve the budget transparency.
