Increasing the income of herdsmen is the core of the problem aboutanimal husbandry and herdsmen in pastoral area. To resolve the problem ofherders’ income to pastoral areas is conducive to the stability and the virtuouscycle of economic and social prosperity. Issued by2010,<Inner Mongoliaautonomous region people’s government of the implementation opinions onpromoting herdsmen income (interior is sent [2012] no.1)> has emphasizedincreasing herders’ income to political task level. However, most herders arecomposed of ethnic minorities, and distributed in the border areas. Pasturelife’s particularity of natural conditions, historical background and custom,result in the special rules of pastoral area economic development. In recentyears, Autonomous region widespread implementation of grazing prohibition,animal husbandry and rotational grazing system, so herders pay part of thecost for the preservation and restoration of grassland ecology. At the sametime, due to the unbalanced benefit for farming and grazing, herdsmen’stransferring income significantly lower than the farmers’. Combined with therestriction of natural environment, the rising cost of production and living,herdsmen consumer spending is much higher than the farmer, so herdsmen’sreal incomes lower than farmers, and show a trend of decline. Based on Inner Mongolia KeShenKeTeng banner DaRiHanWuLa Sumu BaYinXiLe Gacha asa sample from pastoral herdsmen’s income status and structure, this paperinvestigated and analyzed the benefit for grazing policy’s impression ofherdsmen’s income and the problems produced by the policy, etc.The first chapter is the introduction. This part includes the researchbackground, research significance, research status at home and abroad,research contents, research methods.The second chapter is the benefit for grazing policy classification andoverview. This part introduced conceptions, general situation of survey area,significance of the benefit for grazing policy’s making and classification ofthe policy.The third chapter expounds the benefit for grazing policy’simplementation and effects of Inner Mongolia.The forth chapter is the main part of this paper. In this part, theresearcher investigated and analyzed the influence of the benefit for grazingpolicy for herdsmen income.The fifth chapter includes conclusions and suggestions. From theperspective of the problems existing in the benefit for grazing policy, therelevant suggestions were put forward to resolve the problem in this part.
