The Aspiration And The Factors That Affect Farmers Insure The New Rural Social Endowment Insurance

On September1,2009, the State Council issued the " Guidance of Pilot About the New Rural Social Endowment Insurance By the State Council "(Guo Fa [2009] No.32), and launched a new rural social endowment insurance system in the counties where10percent of the country. The system select individual contributions, collective subsidy and government subsidies as one of the fund-raising, the central government also supply financial subsidies on receive part of the basic pension. So far, the insured station of the new type of rural social endowment insurance which last three years becomes the current issues of common concern.This study selects the theory of Rational Choice by Coleman and the theory of Life Cycle Hypothesis by Modigliani to investigate farmers of the surveyed place and finds out the factors that affect its insured. So this study uses the random sampling method for the questionnaire survey and interviews of the survey to the farmers, adopts logistic regression analysis to analyze valid data which is obtained, and then draws the following two results: First, the insurance rate of the surveyed farmers is high; Second, the surveyed fanners are in a lower payment level. And get the main factors which are affect the surveyed farmers to take part in the new rural social endowment insurance. These are farmers’education level, the number of the children, the income of the family, the satisfaction about government financial supplies and whether know about the new rural social endowment insurance system.The results of this study have important significance for the promotion of the new rural social pension insurance. We can prescribe the right medicine based on the investigations of the factors that affect farmers insured. Such as the government financial subsidies affect farmers whether insured, in order to improve the insurance rate of the surveyed farmers, the government should increase financial subsidies to the surveyed farmers and solve what the farmers worry about.
