Study On Environmental Impact Assessment In The General Plan Of Land-using

The land resource is a non-renewable resource, and the land-using is, to a certain extent, a not reversible process. As a kind of key method of optimized disposition land resource, the land-using plan arise at the historic moment in order to develop sustainably for the human society. Due to the carrying-out of the land-using plan will bring impacts on the environment, it is a common practice to exercise an Environmental Impact Assessment, basing on all kinds of land use and development behavior, all around of the world.This dissertation takes Wuhai city, Inner Mongolia Autonomous Region,, as an example to give a research of Environmental Impact Assessment, basing on the text of General Plan Of Land-using of Wuhai city(2006-2020). Firstly, the dissertation discuss comprehensively those theories that focus their study on the environmental impact assessment, and discuss the statu quo of those theories. And also, the dissertation illustrates various aspects of the research area. Secondly, combining with the text of General Plan Of Land-using of Wuhai city(2006-2020), the dissertation analyzes what are the main impact factors on environment in the period of carrying-out of such land-using plan, and give a Recognition List of Environmental Impact, then, the dissertation, by using some of methods of assessment, such as Analytic Hierarchy Process (AHP) and Model of Multi-indicator Assessment, forms a structure of evaluation indicators and calculates the valves of those indicators. Finally, the dissertation puts forward to a group of suggestions for taking precautions against or slowing down effectively the negative impact on environment of Wuhai city during the carrying-out of General Plan Of Land-using of Wuhai city (2006-2020). Specifically, the main research contents are following: (1) Forms a program for Environmental Impact Assessment of General Plan Of Land-using of Wuhai city. The program includes12sections, such as the research and analysis of the statu quo of the environmental system.(2) Forms a Recognition List of Environmental Impact basing on the text of General Plan Of Land-using of Wuhai city(2006-2020). There are4kinds of environments involved in the list, that is, water environment, atmospheric environment, soil environment, ecological environment.(3) Puts forward a structure of evaluation indicators, which includes15indicators, such as urbanization level and ratio of land-using for Construction, etc.(4) Calculates the valves of those15indicators and their weights, and a comprehensive value about the environmental impact assessment which is related to the text of General Plan Of Land-using of Wuhai city(2006-2020), by using Analytic Hierarchy Process (AHP) and Model of Multi-indicator Assessment.(5) presents a group of relevant Suggestions, which focus on the purpose of taking precautions against or slowing down effectively the negative impact on environment of Wuhai city during the carrying-out of General Plan Of Land-using of Wuhai city (2006-2020).
