YANCHANG Petroleum Group is one of four companies which have qualified the oil and gas exploration and development. As a large comprehensive state-owned energy company, after a century of ups and downs in the development of modern management restructuring, The Group has a strong corporate culture based and has shaped a unique corporate strategy, organization and team management. However, the Group is also faced with the "big company disease" problem. At this stage, there are still many problems to be solved for the Group, especially in how project management concepts and methods for flexible and effective use of the building of enterprise culture is almost a blank. Therefore, how effective use the project management concepts and methods applied to the process of building corporate culture, which is the Group faced a serious problem. This paper has a study on the Group culture construction based on the perspective of project management.First, the paper reviews corporate culture and project management theory and relevant literature research. Next, the paper analyzes the status and problems of the Group culture construction, and points out the need of using project management concepts and methods for corporate culture construction. Through the unremitting efforts of several generations, The Group has formed a strong culture of precipitation, and has made certain achievements in the corporate culture construction. However, the current construction of the Group is still at the exploratory stage, and there are many problems in the development. For the Group’s problems in the corporate culture construction, the paper proposes the target of the Group’s culture construction, and the paper argues that the main elements of culture should include the following three parts:import the three identification systems, the formation of the four cultural systems, to complete the series of carrier construction. The paper argues that project-based management of corporate culture conducive is to promote the culture construction. So this paper puts project leader system and project manager system of modern project management into the process of the Group culture construction, and the paper focuses on the tools of the work breakdown structure for project range management, the Gantt chart for project time management, the cost estimating table for project cost management and the fishbone diagram for project quality management used in the Group culture construction. Corporate culture construction is complex system engineering, for the Group culture construction based on project management can precede smoothly, the paper gives a series of safeguards from the organizations, mechanisms, human and financial.This study is not building castles in the air, but after down-field investigations and studies, comprehensive literature study various ideas and methods drawn from research results. Therefore, this study concludes have strong operational and feasibility.
