The process of urbanization, of accelerated industrialization development strategyunder the guidance of the government policies, cities benefit a lot Relative beenneglected rural, serious resource allocation urban bias. Since the reform and opening up,China’s rapid economic development, although the level of income of China’s urban andrural residents will continue to improve, however, towns and rural areas because of theresources and economic development is closely related to configure the obviousdifferences, China’s urban and rural residents’ income obvious gap, and showed atendency to expand. Resource allocation of the difference between urban and rural areasand the urban-rural income gap in China the status of the resource allocation differencesaffect the income gap between urban and rural, resource allocation how the directionand extent of the impact of urban-rural income gap, how to guide our resource thebalanced allocation balanced in order to narrow the income gap between urban and rural, all levels of government and scholars have been concerned about the major issues. In this paper, based on the review of combing theory and results of Chinese andforeign scholars on the allocation of resources and the urban-rural income gap, respectively from three levels of national, regional, provincial (municipal) investigatedthe status of China’s income gap between urban and rural areas, and urban and ruralresource allocation differences trends and their changes, using1985-2010panel dataconstructed resource allocation differences and urban-rural income gap in China’sdynamic panel data model, step system GMM estimation method (One-Step SYS-GMM)resource allocation differences and urban-rural empirical analysis and test of therelationship between the income gap, the introduction of time dummies, using STATAsoftware measurement analysis and testing, and finally, to make policyrecommendations based on the research process, draw the following conclusions:①From the national level, China’s urban households per capita disposable incomeand per capita net income of rural households showed an upward trend, but the incomegap between urban and rural areas is still showing a growing trend; From the regionallevel, the economic development of the more backward areas of urban and ruralresidents’ income The greater the gap, the smaller the more economically developedareas of urban and rural residents’ income gap. The faster the pace of economicdevelopment in the region, but also significantly present trend of widening income gapbetween urban and rural residents continued; provincial (municipal) level, different regions of the internal provinces interpersonal units, while gradually widening incomegap between urban and rural residents, there are significant differences of the differentinter-provincial units resident income gap.②from the national level, the configuration of our financial resources, materialresources, human capital and financial resources significantly tilted to the city, bothgovernment-oriented factors, resources spontaneous profit-driven factors; From theregional level, the Northeast, eastern, central and western financial resources, materialresources, human capital and financial resources to configure the gap between urbanand rural areas gradually widening, specifically expressed in the more economicallydeveloped western urban and rural resources configuration greater the gap, the smallerthe more economically developed regions the gap between urban and rural resourceallocation; from from the provincial (municipal) level, provinces (cities) resourceconfiguration differences and the region is closely related to, and that is inextricablylinked to the economic situation.③First, the urban-rural income gap between the early factors affect the largest, followed by rural and urban fixed asset investment in the gap between urban and ruralfinancial resources configuration gap between urban and rural financial resources toconfigure the gap between urban and rural residents income gap substantially with, including urban and rural financial resources configuration gap of The greatest impact,to a certain extent on the financial resources is not balanced configuration is animportant factor in the widening of the income gap between urban and rural areas. There is a negative correlation between the urban and rural human resourcesconfiguration gap and the income gap between urban and rural residents, urban andrural human resource allocation gap reduction but will pull large urban-rural incomegap.④To narrow the urban-rural income gap in China’s recommendations include:government policy to guide the main to achieve balanced allocation of resources tobreak "the poor become poorer and the rich are getting richer area vicious circle;accelerating urbanization, industrialization process; government will increase itsunderdeveloped support efforts in the region; increased government efforts to supportagriculture.
