Foreign direct investment (FDI) as an important way of the internationalization of production and the further deepening of international division of labor, is increasingly becoming one of the most important global economic power, and is playing a driving force and the critical role of accelerator in the process of economic globalization and is an increasingly profound impact on the world economy and society. Since reform and opening up, China economic development has made remarkable achievements. These achievements are closely related to China’s open door policy and absorb foreign capital, especially FDI undoubtedly.This paper uses theoretical analysis and empirical research, qualitative analysis and quantitative analysis of the research methods and the method of system analysis, the foreign direct investment location choice decision factors were analyzed, in normative economics to analyze frame, through the construction of foreign direct investment location choice influencing factor theory system, and through the use of Chinese East, and the western region of the empirical data to the related factors were tested, it can be found that the foreign enterprise location selection rules. Hope that through the study of foreign direct investment location choice influencing factors, analysis of various factors change on foreign direct investment’s influence, for the government to formulate the foreign policy and industrial development policy to provide reference. The results show:the system, cost, market, infrastructure and the agglomeration factor in the location of foreign enterprises in decision-making will impact, and the influence degree of each factor with regional differences, and significantly differently. Suggestions in the future development, want to hold to foreign policy guidance, two to expand the Midwest market space, three to expand foreign capital enterprise agglomeration.
