As the rapid improvement of wireless communication technologies, the demands ofspectrum are growing. However, the spectrum is limited. How to allocate the limitedspectrum is a very important issue. Therefore, the cognitive radio networks (CRN)emerges as the times require. The tradition CRN routing protocol mainly works on theissue that how to utilize idle spectrum. However, when the network congestion occurs,the primary users cannot use the spectrum efficiently while the second users have no idlespectrum to use. Thus, this thesis first introduces the concept of give the right to secondusers to use the spectrum of primary users in some area when the network congestionoccurs. This thesis also introduces a new routing protocol. Furthermore, this paperproposes a new incentive method for the cooperation in the introduced routing protocol.At last, this thesis simulates the new routing protocol and analysis the performance.
