Video technology is widely used in consumer electronics products due to rich of information on moving pictures, better visual performance and some other good features. High Efficiency Video Coding (HEVC) get many of the concerns due to its excellent performance and outstanding encoding structural framework.Due to the widely used of muti-media transmission technology, video privacy and copyright protection are extreme needed. There are many encryption schemes performed on H.264/AVC video coding standard, but the new HEVC standard adopts the recursive quad-tree coding structure, the entropy coding syntax elements design is much different from the former video coding standard, so the old encryption schemes such as the encryption method on H.264/AVC cannot be used on HEVC coding standard.In this paper, we fully discuss the syntax elements on HEVC coding standard. And finally purpose a new video encryption scheme on HEVC with Discrete Cosine Transform (DCT) encryption. With the ROI coding in HEVC coding standard and Tracking Learning Detection (TLD) image tracking method, the encryption system is integrated with ROI encryption and tracking for HEVC. The main contents and novelties are as follows:1. Determine the syntax elements in both of the pixel space and frequency space of HEVC coding. Purpose an optional DCT coefficients encryption scheme. Discuss the bit rate lossless and loss video encryption and fully compare the two different encryption schemes. Discuss the advantages and disadvantages of different encryption schemes, and meanwhile provide the encryption attacks analysis.2. Provide a ROI video encryption scheme based on HEVC video coding standard, discuss the independent ROI splitting, the preventing from mistaken spreading around the ROI and the control of moving ROI encoding. Integrate the ROI tracking algorithm, ROI moving scheme and the ROI encryption algorithm together, which combines the video encryption with the video image tracking.Experimental results show that the purposed encryption scheme can be used for HEVC video encryption. With the TLD tracking algorithm and the ROI coding in HEVC, the video encryption scheme can perform ROI encryption with tracking automatically.
