With the continuous development of the Internet, endless variety of network applications,our government departments as an opportunity, from the beginning of the eighties of the lastcentury and gradually began to office automation, office automation through a single stage,"government online" stage, and to apply for the oriented phase. But with the popularity of theInternet office, visits the server also increases coordination of various departments have becomevery complex, so how unified data of various departments to accelerate the speed of the server isaccessed government offices in a serious problem.Based on the above issues as well as the specific needs of the Office of the Government ofShanxi Province, Shanxi provincial government to design and implement a three-level contactsystem, the main contribution of this paper is as follows:(1) Full investigation of the current development status of China’s e-government,e-government demand for research purpose and meaning, and the Shanxi provincial governmentcurrently three liaison system application requirements into the software engineeringrequirements, the modular system summary designed to lay the foundation.(2) According to the functional requirements and performance requirements of the Shanxiprovincial government for the realization of the system matching the environment where theserver is divided into three levels, namely, server load balancing, server at all levels ofgovernment as well as the database server, the optional environment to Tomcat+nginx+oracledatabase.(3) Based on the design of its Nginx load balancing strategy, detailed design of the clustermodel and the specific configuration method to accelerate the speed of the server provides amethod.(4) According to the system requirements analysis, the outline design of the system, asummary of the main functional design, performance summary outline design and databasedesign and detailed design of the system has been designed according to a summary of thesystem, the system is divided into four main modules, each module is the agency view, theindustry view modules, integrated information query module and information maintenancemodule, wherein the information maintenance module is divided into modules and industryorganizations maintain maintenance module.
