In recent years, the rapid development of e-commerce has greatly promoted the growth of online shopping, has brought new business growth points to the express industry. However, high cost and low profit of delivery service has been restricting the development of express industry, and express companies have many problems when they try to cut the cost, and quality of service is affected, decreasing the client satisfaction. Based on the situation, combined with the characteristics of the express industry, carrying out the following research:Firstly, by analyzing the present situation of express industry, proposed the necessity of optimization of distribution network. Considering the fact that the distribution costs take more than50%in the express service cost structure, there are more space for optimization in distribution. And each node of the express network has a need for both of delivery and pickup, which can be integrated for increasing vehicle loading rate and reducing delivery costs.Secondly, business hours requirement is one of the important features of e-commerce logistics. Based on the general model of location routing problem, taking time window and integration of delivery&pickup into consideration, a model of location routing problem is more practical. Lingo is used to test the model. According to the problem, the GA is used to solve the problem. And the algorithm is realized by Matlab. The various parameters of the algorithm in different settings affect the performance. This paper mainly discusses the effect of changes in population size, mutation probability on the performance of the algorithm.Finally, through an example, analyze the differences between time window and non-time window from business hours and service fees and other aspects. In the situation of time window, there are many routes that contain only single point, and that causing more vehicles and low loading rate. On the other hand, when the number of vehicles increased by171%, the service fees increased by only16%, which means that, only a slight increase in service fees can greatly improve the quality of service, improve customer satisfaction, which is important for express enterprises.
