Since we has stepped into the information society at the end of20thcentury, thenew techniques, usages and operations in the field of radio are emerging in endlessly,because of the rapid development of business and informational process. As a result,the technique of radio has gotten a vital status in every aspect of our society,especially in the national economy and our normal life. However, as thecomprehensive development of radio application, the number of radio stations isincreasing tremendously, the electromagnetic environment is becoming more andmore complicated, and the conflict between the need and the supplement is gettingmore and more intensively. So, how to manage and make the maximum usage of theradio spectrum resources, are the pivotal points in this article.Based on the background of increasingly contradiction between supplement anddemand at present，how to use sufficiently and manage scientifically of the value havebeing critical problems in the radio spectrum resources research area. This articleconcluded the background and significance of the radio spectrum resources, alsotalked about the research method and details through investigating and surveying theachievements before. Then, basic concept and attribute to this thesis and themanagement theory, such as principle of market economy and public decision theorywere presented, and basic requirement of radio spectrum resources was researched. Inthe next, by analyzing the current situation, achievements and problems of spectrumresources management in Hunan province, some suggestions on how to utilize moreeffectively and mange more scientifically, especially on some prominentcontradictions, including short of requirement, serious distraction, lack of coordinatesystem, fast development of radio spectrum resources, hard of controlled by law andso on were put forward. In the end, effectively ways on how to take full advantage ofand manage scientifically of radio spectrum resources, consists of optimizing resourceallocation by the market, optimizing the allocated resources in time, step up efforts toscientific research and refine the law system as well as enhance the social cognition ofradio spectrum resources were raised.In conclusion, this thesis give out new ways of how to manage and solve theproblem urge to deal with in Hunan province radio spectrum resources area, andwould provide practically reference and guidance to the current situation.
