With the arrival of3G era, mobile Internet has brought a huge change in lifestyle to public, but for the network operators, the rapid growth of network traffic has exceeded the carrying capacity of their network. More specifically, domestic network operators face a lot of challenges:firstly, the speed of network construction cannot meet users’ needs; then, the quality of mobile network service needs to be improved urgently; and, OTT services has made network operator became marginalized. In the current case, the data of users’ online behaviors has a very significant value for telecom operators. By analyzing the behaviors of the mobile users, operators can clear grasp of user value, take traffic management strategies to improve network quality of service, while improving the added value of operator revenue.Currently, operators hold vast amounts of user network behavior data, but their efforts on aspects of user value exploration are limited. Due to the cover degree and complexity of mobile Internet user data, there is a big difference between mobile Internet user value analysis and the user value analysis system of traditional traffic and broadband services. The work of this paper is based on network behavior of users, then studies the big data technology and the data operating technology. After that, it adopts AHP and cluster analysis algorithm to evaluate the user value of mobile network users. By building this user value evaluation system, firstly, it selects online traffic, online time, online times, locations, application preferences, and terminal evaluation as evaluation criterions. Secondly, it gives specific value and mutual weight ratio for each evaluation criterions. Finally, it calculates user value through AHP technology and cluster analysis method.
