Since the reform and opening up, China’s economy has maintained rapiddevelopment. Today, China has surpassed the United States as the world’s firstautomobile consumer. Increase in domestic automobile holdings also caused trafficproblems worse. With the continuous progress of China’s urbanization, intelligenturban traffic management has become an important issue in every city developmentand construction. Currently the major cities are building an intelligent transportationsystem which provides a great help for solving the problem of urban residents travel.This paper studies the license plate character recognition technology which is a corecomponent of the Intelligent Transportation System.License plate character recognition technology is part of the vehicle license platerecognition. The efficiency and accuracy of the technology directly affects theperformance of the entire vehicle license plate recognition system. Today, thetechnology has been widely used in the area of Traffic Management and Public Safety.So it has very important value.However, as the disturbance of the environment (e.g. Light intensity and Lightangle), the accuracy of license plate character recognition results is not good enough.For these issues, the digital image processing technology and computer technology iscombined in this paper, a modified template matching algorithm is proposed.Applying the VC++and the technology of hybrid programming, a software of licenseplate character recognition is development.Finally, the algorithm proposed in this paper is verified by actual experimental,and the experimental results are recorded. Analyzing the experimental data, thealgorithm proposed in this paper can effectively resist outside interferenceenvironment, improve the accuracy and efficiency of identification.
