As the deepening application of computer technology and ICT in education, coupled with increasing investment from government, significant progress has been achieved in ICT in education. As a fundamental project for supporting the entire modernization of education management, the basic database for ICT in education was highly valued by Ministry of Education. More than one basic database for ICT in education platforms which aims for "Think Tanks" and "Resource Repository" have been built and put in use online. However, with the popularity of intelligent terminals and the promotion of processing capacity, surf on mobile phone has been the main approach to access the internet. The coupling of mobile platforms and database service will become the development trend in the future.Based on the above background, this thesis focuses on the research and foundation of the basic database mobile platform for ICT in education. The mobile service idea of the basic data for ICT in education is proposed innovatively. In addition, design and implementation of system is completed and elaborated in the thesis. It aims to provide diversified access ways for the basic database for ICT in education. The thesis is carried out from the following aspects:(1) Architecture for ICT in education. This section begins with discussing various dimensions divided in the architecture for ICT in education. The second step is to make sure design dimensions for the mobile platform columns. At last, the final position of each column according to analysis of design principles.(2) Development plan analysis. This part firstly compared mobile web development mainstream frameworks and technologies to determine the technical program. Then, B/S and C/S mode on PC and mobile platforms have been elaborated; besides, applicable cases of mobile platforms B/S and C/S have also been analyzed so as to determine the network development model. Finally, related key technologies for R&D of mobile platforms have been introduced.(3) Requirement analysis. This section concentrates on analyzing users categories, functional and nonfunctional requirements detailed.(4) System design. Based on the requirements, this part discussed the design from4aspects, including architecture, functional structure, database and interface.(5) System implementation and testing. In this section, how to establish the development environment of mobile platform is introduced at first. Secondly, the operation to the data with PHP is described comprehensively, especially highlights the core modules of the mobile platform and the effects of some core code. Finally, in order to ensure the integrity of the system, testing including functional and comprehensive aspects is conducted. What’s more, small-scale short-term trial is carried out. And it wins a good feedback.
