This paper described the design and accomplishment process of "Audit andMonitor Informationize Platform" under ASP.NET framework, it perfected the HRP(Hospital Resource Planning) integrated operating system, established economicinformation network and integration pattern gradually. The new audit model can helpto get information timely and accurately when auditors face with large amount of data,and analyze the anomalies data from the knowledge in system effectively. Paperincludes the following points:(1) This paper narrated the system framework structures, database and threemodules detailed designed. The Maintain System was responsible for basic dataentering and information maintenance, assigning audit tasks and permission. It wasthe general understanding of the platform by Administrator. Audit InformationManagement System set audit processes, information statistics, informationmanagement, audit laws and regulations as a whole. It was a major breakthrough thatachieves the pattern of network audit process. Audit and Regulatory InformationQuery System provided a software module for the auditors to access to the audit dataand other information and analyze the data fleetly. It realized the full monitor of thehospital economic operation.(2) Studied the data mining theoretical knowledge and applied to the field ofaudit, collected data of research object by data mining method rapidly andaccurately,.Used the cell-based outlier detection algorithms to detect and emulatehospital data integrated, and analyzed the "problem data" quickly.(3) Because the fixed threshold of cell-based outlier detection algorithmsemulated outliers more closed to the boundary cell, the author proposed a dynamicthreshold M method instead. It effectively avoided the influence that judged theatypical cell number of the first layer neighbor and the second layer neighbor.Compared with the static threshold value simulation result, it was better to find out theoutliers in the data collection by dynamic threshold value method, and the definitionwas up to80%(the more data the better result).The consequence showed that it was feasible and efficient to using Data Mining method in Audit and RegulatoryInformation Query System.We designed and developed the Audit and Monitor Informationize Platformaccordance with the software life cycle strictly. The successful operation of the system,will help hospital to audit and manage its data, and make the audit system moreintelligent. During putting the project into running, we received lots of good feedbackfrom customers.
