It is an important platform to provide the public with media guidance, onlineservice, interactive communication and information announcement.The construction of Local Tax portal site of Guang’an Revenue is still in its primarystage up to now. It has realized its basic functions such as information publication andpolicy announcement; however, it missed nearly one entire aspect, online consulting andbusiness for taxpayers, thus failed the governing concept of people-centered andtruth-seeking.In this case, this thesis mainly studies how to make the Local Tax portalsite a service-leading website, with its design and implementation serving the people asthe purpose. It aims to offer taxpayers “one-station” public service and the local revenueeasy government information distribution windows as well as convenient backgroundmanagement. This thesis mainly covers:1. Information dissemination. It is to carry through functions as elementary taxknowledge publication, national policy release, tax information distribution and access.2. Online service. It is to offer basic services like popular tax data queries, analysisand opinions and so on both for taxpayers and tax officials.3. Inter-communication with taxpayers. It is to accept their supervision, collect theiropinions and suggestions, clear their doubts, and thus build an interactive bridge.4. System management. It is to cover essential site management.It adopts the div+CSS layout and javascript, for the most part, to achieve somespecial effects. Development technique during function realization step is fullyobject-oriented PHP language, employing the most popular database MYSQL atpresent.This thesis follows the specifications of Software develop procedure. It makes a detailed illustration from demand analysis to system design, to system realization, tosystem test. First system requirement analysis nails down its development objectives.According to its result, systematic design can be made; E-R Diagram can be drawn;functional structure can be divided. All of these solve the problem: how to do it. Database is builtbased on MYSQL and exhibition of main functions on the website is given.At last,capability test and stress testing would be done according to system requirements andtesting results will be given.
