At present, with the rapid development of the Chinese economy, the number of automobiles increase sharply, which raise a series of the traffic problem. People pay more attention to this problem. How to effectively eliminate traffic safety problem is the focus to the public. According to the traffic problems, the traffic management system is strengthened and upgraded. Traffic monitoring is one of the most important elements. Traditionally the vehicle is detected by the induction coil under ground. With the rapid development of the current video technology and computer technology, the computer monitoring and control system of traffic video detection technology has come true.The advantages of video detection mainly include the following elements. At first, Industrial camera installation is simple and convenient. It does not affect the road traffic because the installation is far away from the crossroads. Secondly it can achieve more traffic management functions. And the function can not be finished by the other detection devices. For example intelligent image recognition processing technology can be used by electronic police. It can automatically recognize the movement track of the car and snap the license plate of the car. Thirdly a set of video detector can detect several lanes at the same time and it can achieve more traffic management functions. This problem can not be solved be the other detection devices. At last traffic information can be extracted from the computer vision. Through computer vision we can get regular traffic information such as the number of cars, speed, models of car and usage frequency of the lane. And through this system we can get the license plate number, track of the car, a wide range of the traffic environment information and so on.In conclusion, in this paper, we study and discuss the traffic video vehicle detection algorithm of traffic violation. We use Microsoft Visual C++to develop the core module of breaking red light detection. Database is developed by us with SQL Server2008 system. Background platform is developed by us with J2EE system. And what’s more, we present a type of detection algorithm of virtual coil based on the changed area to detect the vehicles. We can set virtual coil in the monitoring area which is near the stop line. By detecting the variation of gray scale in the virtual coil area, we can know whether the car break the traffic law. At the same time, storage and processing of the illegal behavior information has been designed.
