With the development of broadband mobile communication, the high-speed wireless mobile communication services are expected by mobile end-users. In the future we can forecast a great deal of demand for data transmission services, it is increasingly prominent that the problem of making the use of system radio resources and management to be more efficient. Therefore, on the basis of the traditional cellular mobile communication system, the scholars and researchers have proposed the Small Cell technology and D2D communication technology to meet future communications needs. Small Cell is a low-emission power station which is also intelligent wireless access points. The Small Cell is mainly used to improve network coverage and increase system capacity, and it has many important application scenarios including homes, businesses and city hot spots and so on. Because of Small Cell base station having many unique advantages such as easy installation, convenient management and low cost, it has maked the Small Cell developed rapidly in recent years. At the same time, the mobile communication network throughput can be greatly improved by the D2D communication technology, and the D2D technology is also good for offloading. So the research on these technologies has important practical application value.The radio resource management techniques of Small Cell are studied in this paper. Firstly, for the problem of the system information scheduling, we proposed a dynamic scheduling algorithm based on resource. To design this algorithm, the algorithm considers not only the use of radio resources of the air side between the base station and the UE, but also the efficiency for reading the system information by UE. At the same time, the algorithm can dynamically allocate resource to the system information scheduling according to parameters configured by Small Cell. Secondly, for the reused resource to build D2D(device-to-device) communication, a resource allocation algorithm based on TD-LTE Small Cell D2D is proposed. When the algorithm is designed, some factors are considered as following:meeting the communication demand of the cellular users and the D2D pair users at the same time, the interference to the cellular users brought by D2D is under the threshold of the cellular users, the same resource can be shared by more than one D2D pair, also consider the mutual interference between the D2D and cellular user, obtain the optimal transmission power of D2D by using the utility function and convex theory. Finally, building a system-level simulation platform to verify the effectiveness of the algorithm.In the future, some works will be done as follow:more efficient scheduling algorithm of system information will be researched,and D2D resource allocation algorithm under the multi-mode scenarios will also be considered.
