Coal is one of the most important natural resources. Mine loadometer is responsible forthe heavy task of coal enterprise weighing. Reliable measurement and efficiency is directlyrelated to the economic interests of the enterprise. So the research on loadometer vehicle isimportant in practical.In this paper, on the basis of analysis of coal enterprises marketing vehicle managementrequirements, the mine weighbridge vehicle management system is introduced in a morecomprehensive, especially in-depth study on the license plate recognition system. The licenseplate recognition system mainly consists of three modules: license plate location, charactersegmentation and character recognition. License plate location use the multi-scale fusionalgorithm for edge detection by wavelet transform to abtain prominent edge information. Andthen the coarse position of the plate is obtained by horizontal projection of the edgeinformation. The center line information of the coarse position of the license plate isdecomposed by one-dimensional wavelet in order to locate the license plate accurately.Character segmentation adopt the segmentation algorithm which is combined with verticalprojection of the license plate prior knowledge to cut out the image of license plate to sevensingle character image. For a single feature description of image comparison one-sidedweakness, a character recognition method based on multi-feature fusion method of SVM andD-S evidence theory is proposed. Firstly, three kinds of features including contour, projectionand trellis-coded are extracted from the vehicle plate character image. Then the BasicProbability Assignment is defined by using the improved one-against-one voting principle ofSupport Vector Machine. Finally, D-S evidence theory is employed to integrate the credibilityof evidences for making a final decision. In this paper, the mine weighbridge license plate recognition system tests a large numberof coal mine transportation license plate image, and the results show that this system has ahigh reliability and practicality in reality.
