The rapid development of information technology in twenty-first Century,Intelligent Transportation System(ITS)will become the development trend of road trafficmanagement system. In the rapid development of expressway system and vehiclemanagement system in the continuous improvement of the environment, the actualapplication is already be imperative to implement the Intelligent Transportation System,give full play to its powerful function. Therefore, the corresponding design anddevelopment and the use of the vehicle license plate automatic recognition system.As an important part of ITS, vehicle license plate recognition is a computer visionsystem for some special purposes. According to texture features and color information, itcan recognize and extract the license plate from the picture by some mathematical tools.Then, it will divide the characters in the license plate by analyzing on projection andconnected domain. At last, it will recognition the character by matching templates, neuralnetworks or some other methods.The main content of this paper has three parts, including the segmentation andcharacter recognition of license plate location, license plate character in. First is thesegmentation and extraction of vehicle license: vehicle license plate recognition systemcan automatically recognize the character from the collected vehicle’s picture accuratelyand effectively by the means of pattern recognition and artificial intelligence; Then thelicense plate character recognition based on Neural Network: it will output therecognition result in the data type which can be processed directly, which will make theautomation of vehicle control and management come true.
