To improve the quality of early childhood education, and to enhance the level of school readiness for children, scientifically developing and effectively implementing early learning Standards has becomes a major trend of the early children education development around the word since the new era. Reform in preschool education in the United Kingdom has not stopped since late1990s.The British Government has been playing an important role in the development of preschool education and created many preschool education reform policies and the preschool foundation stage curriculum guidelines, which have greatly promoted the reform of preschool education reform and development.After continuous integration and amendments to it, the UK early year foundation stage learning and development standards have improved steadily to become detailed, specific and comprehensive. In this paper, the author tries to study the development process of the EYFS learning and development standards in UK and mainly bases on detailed analysis oflearning and development standards revised in2012to provide revision and reference for the development and promotion of learning and development standards in China.The fundamental policies of care and education for children in Early Year Foundation Stage in UK include Sure Start programme, Every child matters and A Ten-year Strategy for Childcare, These policies Lay the Foundation for Learning and Development Standards in EYFS respectively from improving care and Education of disadvantaged areas children,multi-sectoral cooperation to promote each child’s physical and mental health development,providing the best possible education and care for every children.And then, elucidating the set process of early year foundation stage and the improvement of the learning and development standards.The Learning and Development Standards for Children in Early Year Foundation Stage want to realize the five goals of Every Child Matters,and the spcific goals are quality and consistency in all early years settings, a secure foundation for children’ future, partnership working between practitioners and with parents and/or carers, equality of opportunity for every child.To achieve these goal,Practitioners should follow the four guiding principle:every child is a unique child, positive relationships, enabling environments,and children develop and learn in different ways and at different rates.The Learning and Development Standards for Children in Early Year Foundation Stage including systematic structures and content of the standards,the standards stipulate the prime areas and specific areas which children in Early Year Foundation Stage need to learning and development,it involves personal, social and emotional development, communication and language development, physical development,and literacy, mathematics, understanding the world, expressive arts and desig.Each of the seven areas of learning and development have two or three branch areas,a total od17branch areas.The Learning and Development Standards for Children in Early Year Foundation Stage also stipulate the assessment about children’outcomes of learning and development, involves Progress check at age two, the assessment at the end of Early Year Foundation Stage,the assessment of disadvantaged children. In order to ensure the implementation of the standard, the safeguarding and welfare requirements make the corresponding provisions in child protection,qualification and training of practitioners,staff and child ratios,environment and health.The Learning and Development Standards for Children in Early Year Foundation Stage reveals some characteristics, the systematic structures embodies the integrity, the Educational Ideals embodies universality,the content embodies fundamentality. The useful experience of the Learning and Development Standards for Children in Early Year Foundation Stage may provide reference for the development of the preschool education in China:Seting consistent standards, establishing thorough evaluation system,improving the system of safety management, scrutiny from practitioner qualifications, improve the practitoner training mechanism, reduce the proportion of staff and child.
