The National Training Plan is the first important educational development project on the list of the National Medium-and Long-Term Plan for Education Reform and Development. It is also a significant measure to build up the ranks of teachers and raise their professional competence. The National Training Plan’s quality has a bearing on promoting the competence of the professional teaching staff in elementary and secondary schools, besides rural areas. Assessing the quality of The National Training Plan is beneficial to control, evaluate and improve the ranks of teachers and raise their professional competence, especially in rural areas. It also builds a solid foundation for the healthy and sustainable development of our compulsory education. However, when it comes to the quality assessment, we have to think about whether this program has been well organized, whether the system of evaluation is valid and where the impact and questions are. All of the problems need to be considered by researchers.This article is divided into four chapters:The first chapter is the preface. It presents the cause and significance of the thesis, organizes relevant literature data, defines the relevant concepts, and explains the use of research methods and designs.The second chapter is analyzing the current situation of the National Training Plan. It is mainly analyzed by the quality evaluation analysis of general Chinese teachers and the National Training, besides the quality assessment and field research of the key project about the National Training Plan of Southwest University in2013.The second chapter is finding problems and reasons of the National Training Plan. It summarizes the primal problem of the National Training Plan, and tries to explore the causes of these problems.The fourth chapter presents improvement suggestions for the quality assessment of the National Training Plan. The suggestions include establishing a sophisticated quality evaluation index system for the National Training Plan, introducing the third-party evaluation agency, tracking the performance of those participants already back to school after training, and introducing the fuzzy comprehensive evaluation to the quality assessment of the National Training Plan.
