Background:China’s higher education has been making continuously exploration and reform in the school system. To cope with difficulties in both quality and funding in the process of popularization, independent college arises at the historic moment. Its emergence and development alleviate insufficient supply for China’s higher education and strongly promote the process of popularization of higher education in our country. The main task for independent colleges at present is to stabilize the scale, standardize the management and improve the quality. It’s inseparable from the students’recruitment work.However, there are many difficulties for students’recruitment work in independent colleges compared with ordinary public schools. Therefore, it’s necessary and meaningful to carry out related research work on students’recruitment in independent colleges.Purpose:this thesis mainly conducts research on the development of enrollment in independent colleges in Hebei province, analyzes the potential problems and difficulties they may confront, illustrates the enrollment concept and connotation construction, and proposes some feasible measures. Meanwhile, it provides the basis and reference for some future policy-makers and provides new ideas and empirical support for encouraging the healthy and sustainable development of independent colleges.Method:this research mainly applies Questionnaires, in which the examinees participating large college entrance consultation conference and students in2classes of2012majoring in Chinese medicine in Beijing University of Chinese Medicine Dongfang College serve as the research subjects. Firstly, conduct questionnaires in the consultation conference, getting4392replies and make statistical analysis of the relative data, so that examine social recognition and motivation change for the second tier colleges and third tier colleges (independent colleges) between2001and2013. Secondly, questionnaires from2classes of2012majoring in Chinese medicine in Beijing University of Chinese Medicine Dongfang College investigate the influence on independent college application exercised by tuition fees. Finally, it concludes the problems existing in enrollment according to the statistical analysis of the data from17independent colleges in Hebei province.Results:1. Fees in independent college are relatively higher than in general public colleges; the brand of independent college is not very recognizable.2. The degree of social acceptance of independent college is relatively low than ordinary undergraduate. During the time of filling out college application, the degree of loss of students was higher than that of ordinary colleges and Universities.3. According to the analysis of three different types of colleges and universities, the quality of source and registration rate of students in independent colleges are lower than in ordinary colleges and Universities.4. The enrollment plan in independent college implements localized management. The enrollment plans was arranged by the locally provincial people’s government. Therefore, there is local protectionism for the enrollment of independent college, and the source of students are more likely come from the local province than other ones.5. During the time of filling out college application, the enrollment was carried out at the third batch of undergraduates admission. But most provinces gradually incorporated the third batch into the second. So the high Score line results in the shortage of source of students in the independent college, which sometimes has to make its score line fall.6. Although the initial "school-within-school" of independent college changed its running subject, the process of its enrollment is obviously smoother than other ordinary independent colleges.7. It is difficult to get the government funding and staff the teachers in government affiliated institutions for independent colleges.Conclusion:studies show that the problem for the independent college recruit students mainly can be divided into policy and practice problems. If some policy problems are not solved, they will affect the healthy development of the independent college. Among them, due to the more provincial enrollment plan,"school within school" phenomena and issues on merger of acceptance batches from the third batch of undergraduate course to the second bring many adverse effects and potential hazard on admissions work and the future development of common independent college. At the same time, in the actual process of recruitment, although the independent colleges constantly develop in recent years, social recognition, low rate of registration, brand awareness is gradually on the rise, but it is still lower than the ordinary public colleges and universities, all of these will bring imponderable difficulty for the work of independent college recruit students. It can be divided into six aspects. The first one is to establish enrollment service and innovative ideas; The second is to improve independent college admissions policies, and explore new ways of independent college admissions; The third is to strengthen the independent college connotation construction, shaping themselves a good brand; The fourth is to the needs of the community-oriented, innovative training model; The fifth is to strengthen the recruitment propaganda efforts to improve the quality of students; The sixth is to call back the students who did not report to school.
