The Ministry of Education promulgated the "Chinese curriculum standards of compulsory education (2011Edition)"in2011, which points out the language courses should culture students’language application ability. Therefore, cultivating language application ability has become the focus of the Chinese curriculum reform in the new era. It is necessary to research the language application ability’s connotation, composition and teaching strategy.In this paper there are three parts in addition to introduction and conclusion. The first part mainly discusses the connotation of the language application ability and analysis its relationship with the Chinese ability, Chinese literacy and Chinese practice ability to clarify the language application ability’s characteristics. The second part mainly discusses the elements of the language application ability. Based on the analysis of the elements and the language used process, so that the majority of researchers and teachers have the clear knowledge of language application ability, which is the premise of cultivating students’language application ability. The third part is bases the research of the connotation and elements, In the case of "notes on Jin Hua’s double dragon hole", specific study the teaching strategies of training students’language application ability. The strategies are words teaching through the class, speed reading, text reading, conscious memory, integrate writing and reading in order to produce a significant promoting effect on primary school Chinese education.
