A Study On Procurement System Of Privately

In recent years, the private higher education has obtained considerabledevelopment in our country. The number of private universities and students hasincreased year by year, and it has become a new force in China’s higher educationsystem. Meanwhile, it also confronts financial pressure, facing with the fierce marketcompetition. Therefore, how to use the limited resources efficiently become animportant task to realize the sustainable development of private higher educationwithout the financial support.In currently, the fund of private universities comes fromfees and self-funding, which demand the private school managers broaden sources ofincome and strengthen the cost control. The human cost and purchasing cost are thelargest proportion in capital expenditure. Promoting personnel training andstrengthening the connotation construction by optimizing teaching team are theinevitable choice for the development of private universities, which decided thehuman costs cannot be compressed even need to ensure the steady growth. In thiscontext, in order to realize the sustainable development of private universities, thepurchase cost control is the key.This paper first makes a research and analysis on the development of privateuniversities, then put forward some problems about sustainable development ofprivate universities. At the same time, it recommends the procurement andprocurement management theory in detail and analyzes the purchasing mode andprocurement methods systematically. With the analysis of purchasing managementmechanism about the public universities and private universities, it is concluded thatthere are some common problems of private colleges in purchasing management inour country. On the basis of theoretical analysis, in YJ Institute which is considered asthe typical private university in China, for instance, this paper drew up a detailedanalysis of the procurement management mechanism in the different development stages by utilizing a work-breakdown structure diagram and with a literalinterpretation. Besides it analyzes the advantages and disadvantages of managementmechanism at various stages specifically and figuratively. On this basis, byestablishing the procurement and budget mechanism, Optimizing purchasingstrategy, using hierarchical procurement management module and so on, YJ Institutecreate the classification of procurement management mechanism which not onlysuitable to the present stage of development, but also has scalability and planningregulatory system. Moreover, through improving the purchasing managementmechanism and efficiency of purchasing, reducing purchasing cycle, privateuniversities reduce procurement corruption to reduce procurement costs, and increasethe third profit source, so as to realize the sustainable development.None of these reforms is easy. It also needs the process to be gradual. Thereform of the procurement management mode relates to various school systemchanges, such as financial management mechanism, personnel management system,audit mechanism and so on. Consequently, procurement management system reformis a long-term project, which needs fully prepared and could not be impatient forsuccess. On this basis, it also needs to have strong determination and confidence,welcome the pain of problems, develop in the revolution and change in thedevelopment.
